Customer Support: The Windows Installer Service Could Not Be Accessed" error message when you install a program in Windows XP

A recent customer wrote to support concerning a known potential issue with Microsoft Windows's Windows Installer program. He was encountering the following error message when attempting to install our software:

"The Windows Installer Service Could Not Be Accessed" error message when you install a program in Windows XP"
